Εvangelia Sgountzou joined Machas & Partners in March 2022 as a member of the Administrative Law/ Public Procurement & PPP Team. She specializes in Public Tenders, Public Procurement and PPPs.

In her previous experience, Evangelia worked as a trainee lawyer in a top tier law firm under the supervision of a professor of Athens’ Law School, gaining significant experience in handling cases relating to both Civil/Commercial and Public law. She has been actively engaged in extensive daily practice in Court, cooperation with the Administrative Authorities, as well as legal research and the drafting of legal documents.

Throughout her postgraduate studies Evangelia has gained valuable knowledge of Public Law, specializing on administrative, constitutional, and public procurement law.

In her current role at Machas & Partners, Evangelia acts as a legal counsel, providing legal support to Contracting Authorities regarding all aspects of tender preparation, while also advising domestic and international private entities on tender submissions. She also drafts pre-judicial appeals before the Hellenic Single Public Procurement Authority (EADHSY) and legal remedies before the Administrative Court.

As a member of our Administrative Law/ Public Procurement & PPP Team Evangelia has successfully:

  • Advised the Project Preparation Facility Unit (PPF UNIT) of Hellenic Republic Asset Development Fund (TAIPED S.A./Already Growthfund) concerning all aspects of public tenders on major international contracts for works, services and supplies funded by the Recovery and Resilience Fund (RRF).
  • Advised the Ministry of Rural Development and Food in two (2) irrigation projects through PPP contracts in Tavropos and Nestos (Greece) until the financial closing.
  • Provided legal advice to the Ministry of Development concerning the amendment of the Development Law (L.4887/2022).

Evangelia is licensed to practice law before the Court of Appeal.
